Our Ethical Policies and Principles

Nepotism

Nepotism is banned for anyone who will be directly employed or contracted by NDTC.

Competitive Bidding

Competitive  bids are required on any contract or purchase that exceeds $10,000 or  more in a 12-month period. This excludes those who may be de-escalation  trainers for NDTC. Contracts that range between $5,000.00 and $10,000.00  require consideration and debate by the board of directors otherwise  they are subject to competitive bidding.

Conflict of Interest

Matters  that are clear conflict of interests will be disclosed to the board and  excluded from considerations as appropriate measures and operations  that NDTC may be engaged in.

It  is understood that Mr. Guarnieri holds the intellectual property rights  to the materials used under licenses to NDTC and that without these  materials NDTC would not be capable of current operations. These  materials are subject to registered copyrights and trademarks held by  Mr. Guarnieri and Bradford-Grant, LLC. Therefore, this shall not  constitute a conflict of interest.

Whistleblower Policy

NDTC  encourages the reporting of any activity that is either inappropriate  or illegal. The NDTC board shall take appropriate action to investigate  and act to address any impropriety. Such actions shall be reported in  the NDTC Board Minutes.

Compensation Review

Compensation  for employees and clearly designated positions within NDTC shall be the  subject of board review for appropriateness.

Our Ethical Principles

1.  Must be open to new ideas, collaborate, innovate, and evolve as a  national network of centers of excellence in police science.

2.  Must be willing to be measured, to identify deficiencies and areas for  potential advancement in policies and practices.  This is applicable to  all NDTC ranks, to include the Board of Directors and the Executive  Council.

3. Must be humble and  transparent. As a non-profit, there is no space for individual  aggrandizement or self-gain; we are a public entity for the benefit of  public safety initiatives.

Instructor Requirements

No individual shall become an instructor or maintain instructor certification if they have recently engaged in unethical, illegal, or other activity involving moral turpitude. Any such activity must be confirmed by observation, admission, or other evidence, and be acknowledged by the majority of the NDTC Board of Directors, which may not require a special meeting. Information of such activity and recommendations may be given serious consideration when received by the NDTC CEO, Executive Council President, and senior officers of Bradford-Grant, LLC. Any adverse action taken regarding instructor status shall be considered “for cause”.

NDTC Non-Law Enforcement and Private Sector Courses

The NDTC for profit department has provided numerous training programs to non-law enforcement government agencies and private enterprises. These include schools, religious institutions, food inspectors, military, human resource departments, clinics, and hospitals, to name a few. Programs are specifically designed with clients to satisfy their training needs.

Many of our deliverables include elements that are similar to those included in our Department of Justice funded law enforcement training. Most of our training, including all of our eight-hour training, is IADLEST certified.
